Considering the gap between the state and the civil society it will be desirable for the Centre to intervene as a liaison agency between the two. Prof. G. P. Sinha Centre for Disaster Management & Rural Development will be committed towards involving self-empowerment and to this end the energy and the resources of the community will have to be channelized. The Centre will make efforts to facilitate technological, professional and vocational training and develop necessary infrastructure as far as possible.
